Directorate of Plant Protection

The Directorate of Plant Protection is within the National Ministry of Agriculture and Food Security. The mandate of the Directorate is to survey and manage pests of national and local importance including migratory pests.

Functions of the Directorate

  1. External Plant Quarantine, Internal Plant Quarantine, Laboratory, and Store Units.
  2. Management and Control of Plant pests and Diseases.
  3. Inspection of the import and export Seeds and agricultural products entering into Southern Sudan.
  4. Check the import and export permits and other permits letters.
  5. Provision of appropriate control measures of Plant Quarantine and offer services to farmers at the right time and place.
  6. Establishment of Plant Quarantine check points at the entry points at borders, Juba Airport.
  7. To Conducting feasibility study and Survey to know the existing pest of economic important.
  8. Coordinate and Arrange with Plant quarantine Authorities with Neighboring Countries and establish workable mechanism of cooperation in terms of execution and implementation of proper Plant Quarantine procedures and measures in accordance to International Plant protection Convention (IPPC).
  9. Issuing phytosanitary certificates for those trading in agricultural products.
  10. Gathering agricultural statistics include pest and pesticides as chemical that can be use to change the behavior of the organism.
  11. Checking and scrutinizing the Phyto-sanitary certificate.
  12. Conduct a sensitization workshop on plant quarantine to establish mechanism of cooperation with other Institutions such as Custom, Police, Military, Ministry of legal affairs and Constitutional Development, Ministry of finance and Economic planning and the States.
  13. Organization and Strengthening of Plant protection Department in the ten States.
  14. Training of Plant Protection officers on store spraying and fumigation to be positioning in the ten States.
  15. Organization and Strengthening of Plant protection Department in the ten States.

Alexander Ali Natana earned a Diploma in Store Pest from the Tropical Store Pest Institute in London in 1980 and a degree in Integrated Pest Management from the University of Khartoum in 1991.  Alexander also completed a root and tuber crop training course at Nigeria’s International Institute of Tropical Agriculture (IITA). In 1972, he was assigned as the regional ministry of agriculture as a technical inspector for plant quarantine and pest storage.  He was sent to Renk Scheme in 1997 as the Food Security Coordinator, representing all ten Southern Sudanese states in the regional ministry of agriculture until 2003. 

In 2004, he was appointed director of agricultural engineering, and he built the agricultural engineering unit in Kapuri, Juba.  In 2005, he was appointed assistant director of plant protection. In 2008 he was assigned to establish the Kapuri agricultural center for training tractor drivers. In 2014, he was appointed director of plant quarantine and store pest, a position he maintained until 2024, when he was named interim director of the plant protection directorate. As the DG for Plant Protection, he is dedicated to assisting farmers in overcoming the challenges posed by plant pests and diseases such as locust outbreaks, fall army worms, Quelea quelea birds, particularly in Upper Nile State, army worms, African army worms, fruit flies, milli bugs, legged footed bugs, mosaic diseases, and grain weevils that attack stored produce.  His efforts also include ensuring that farmers across the country are equipped to respond to some insect outbreaks.
