Directorate of Community and Rural Development
The Directorate of Community and Rural Development uses the strategy of bottom-up approach which facilitates community to adopt participatory approaches that identify their problems, plan solutions for them and mobilize local/internal and additional external resources for implementation of plans. The intention is to ensure ownership and sustainability of community-based development projects and programs for self-reliance. Since it emphasizes various aspects of community socio-economic, cultural and environmental needs, it has responsibilities cutting across economic and social services sectors. This requires the Directorate to adopt a collaborative approach with several public, private, community and development stakeholders.
Functions of the Directorate
- Policy formulation, Staff Capacity building of CDOs, AEOs, CBOs and initiation of Community Development Projects.
- Construction of state offices, community centres, provision of mobility and equipment through capital transfer of grants to the states.
- Support to livelihood projects and Community-based services.
- Coordinate and implement rural livelihood and services with the state line Ministries Concerned, local government at counties, Payams, Bomas and villages.
- Formulate policies and strategic development plans to attract development partners/NGOs.
- Solicit funds from Government, Donors, Development partners, and credit providers to finance livelihood and rural infrastructural projects.
- To create awareness of South Sudan Rural Communities to realize their rich surrounding resources.
- To register and facilitate capacity building of local organizations such as smallholder farmers’ groups, village development Committees, women and youth groups to create livelihood chances through Government Grants, and Micro-Credit.
- Introduce and train smallholder farmers to benefit from modern farming technologies and equipment, irrigation, high- value crops and breed livestock.
- Facilitate the training of smallholder farmers in Cottage industries for value addition in raw material processing, storage and marketing.
- Register, sensitize, Mobilize and empower Community based organization (CBOs), women and youth group to collectively use their ability, Knowledge, skills, labour, natural resources, and infrastructure to improve their social well-being.
- Support Community self-help projects technically.
- Facilitate Community health service, education, clean drinking water and sanitation programmes for rural Community welfare.
- Support recreation and use of leisure time on sports, traditional dances, drama etc.
- Disseminate community development programs through radio and TV.
- Monitoring, evaluation and Coordination of livelihood programs and projects activities in the field.
- Ensure appropriate sequencing of activities with the Communities and proper usage of capital transfer.
- Resettle poor rural Communities in organised villages for basic service delivery ( i.e. electricity, housing & Roads )
- Emphasis on change of mind set among poor rural communities.
Lemi Wani Jake Gali holds a Master of Science in Rural Development from the University of Wales, Bangor, United Kingdom (UK) and a Bachelor of Science in Forestry from the University of Juba.
From 1994 to 2006, he was the Conservator of Forests at the Directorate of Forestry, Ministry of Agriculture and Natural Resources. He subsequently worked as a planning inspector for the Ministry of Cooperatives and Rural Development from 2006 to 2008, before moving on to the Southern Sudan Reconstruction and Development Fund (SSRDF) from 2008 to 2010 as the Director of Programs.
He was appointed Director General of the Directorate of Community and Rural Development, Ministry of Agriculture and Food Security (MAFS), Juba, South Sudan, in 2022, after returning to public service from the development sector, where he worked as the Livelihoods Programme Accompanier for the Catholic Action for Overseas Development (CAFOD) from 2010 to 2016. As Director General, his key tasks include overseeing the directorate’s management and administration, team planning and performance management, and financial management. Under his leadership, the directorate of community and rural development collaborates with a variety of stakeholders to assist communities in developing self-sufficient and sustainable enterprises through community-led models that include active grassroots engagement.
