Directorate of Cooperatives Development
The Directorate of Cooperatives Development uses the strategy of bottom-up approach to register, build the capacities and coordinate the development of cooperatives across the country and enable them to contribute to economic development. The directorates focus on the development of the capacity of cooperatives that are engaged in the agriculture value chain to develop the sector and link them to financial institutions to spur investments in the agriculture value chain.
Functions of the Directorate
- Carrying out cooperative training needs assessment (TNA) and coordinating cooperative training programs.
- conduct surveys and data collecting to determine the capacity state and building needs of registered cooperative societies in order to meet their operational requirements.
- Conducting publicity about the Directorate programs and projects.
- Conducting research and consultancy on cooperative development.
- Coordinate cooperative finance with necessary financial instructions, such as Cooperatives and Agriculture Banks, among others.
- Create awareness about the government’s registration of existing cooperatives, as well as the development and registration of new ones.
- Development of standardized cooperative training materials/manuals in collaboration with college staff.
- Dissemination of Cooperative Policies, laws and by-laws at National to the States level.
- Ensure that cases involving cooperative societies are dealt with promptly and fairly.
- Focal point for cooperative issues at State/National and International level.
- Legal registration, audit, inquiries and inspection, approval of liability, investment and disposal of profits, settlement of disputes, cancellation and liquidation of cooperative societies.
- Organize Savings Credits and Cooperatives (SACCOs) on a national scale and coordinate their operations at the state and county levels.
- Provide policy formulation for cooperative establishment, registration, funding, and market operations.
- Supervise and advise cooperative societies on optimal practices for business management.
Oneil Yosiya graduated from the University of Khartoum with a bachelor’s degree in arts and Humanities in 1976, and he immediately joined the government’s cooperatives department. He also holds a higher diploma in Cooperation from Bangalore, in the Indian state of Karnataka, from 1986 to 1987. He also completed an SLDP Strategic Leadership Development program in Nairobi, Kenya, in 2013.
His first professional appointment came in 1976, as an assistant inspector for cooperatives for Southern Sudan’s regional government coordination office in Khartoum. In 1978, he was promoted to inspector, and again in 1979 to senior inspector. He was sent to Juba in 1981 as assistant commissioner for cooperatives before being elevated to assistant director for cooperatives in 1983. He was appointed to deputy director for cooperatives in 1985, and then to director for cooperatives in 1987, where he remained until 2003 when he became the Director General for Cooperatives Development.
