Directorate of Administration and Finance
The Directorate of Administration and Finance is one of the directorates within the National Ministry of Agriculture and Food Security responsible for implementing policies and procedures related to administration and finance.
Functions of the Directorate
- Overall leadership, planning and management of the Directorate, overall responsibility for Ministry assets and advice on treasury regulations and public financial management.
- To provide overall administration support to the Ministry and maintain functional relationship with the other Directorates of the Ministry.
- To supervise the day-to-day operations of all staff in the Ministry.
- To co-ordinate between the offices of the undersecretaries and other Directorates.
- Follows up financial claims submitted to the Ministry of Finance for settlement.
- To ensure that monthly reports whether financial or others are prepared and shared with the undersecretaries.
- Ensure that Directorate or Department meetings are regularly conducted on monthly basis.
- Ensure that efficient financial management and recording of all financial transactions are observe.
- In charge of pay sheet and other financial documents.
- Liaison with other administrative units of other RSS ministries, State ministries and Organizations.
- Execution of Public Service regulations.
- To promote improved HR planning practices and provide effective transparent employment services for MOAF/CRD ensure up-date employees records.
- Participate in Budget formulation and ensure budget controls and Expenditure of the Ministry.
- Keep up to date records of all the employees of the Ministry.
- Direct the Implementation of public service-wide approved HR policies and programs.
- Appointment, Promotion, Leaves Increment of pay and Pension of employees at MOAF/CRD.
- Ensure the availability of adequate HR Management services including employees’ services, and personnel and Performance management systems, and processes and provides accurate personnel data to ensure the integrity of MOAF/CRD’s payrol.
- Coordinates vacant position in the nominal roll and forward to head of units in case of advertisements.
- Coordinates with personnel clerk to ensure that all files of the ministry have Index numbers.
- To manage the accounts of the ministry and ensure compliance with Government regulations. To procure goods and services for the Ministry, allocate fuel and provide logistics support.
- Allocates weekly or monthly distribution of fuel to the vehicles of the Ministry
- Arranges accommodation of guests, meeting and workshop venues.
Richard Rombek Mikaya Dili has served as the National Ministry of Agriculture and Food Security’s Director General for Administration and Finance since 2023. Richard previously served as Director General for Administration and Finance for the Ministry of Information, Communication Technology, and Postal Services from 2022 to 2023. He formerly served as Director General for Administration and Finance for the Ministry of Federal Affairs from 2020 to 2021, as well as the Ministry of East African Community Affairs from 2016 to 2020.
Mr. Richard has over 30 years of civil service experience, beginning in 1981 as a Bookkeeper at the Ministry of Commerce and Supply in the Regional Government of Southern Sudan, before moving to the private sector as the Front Desk Office Cashier for Green Village Hotel and Payroll Officer (accountant) for Six Construct International Kenana, Sudan, between 1984 and 1985. He was also the Business Manager, Guiding Star Newspaper 1986 to 1989. He then returned to the government, serving as Accountant for the National Social Insurance Fund in Khartoum, Sudan, from 1990 until 2011. After returning from Khartoum, he joined the South Sudan public service in 2011, serving as Acting Director General for Administration and Finance at the Ministry of Health from 2011 to 2014. He was appointed to the HIV/AIDS Commission as Director General for Administration and Finance in 2015 from where he joined East African Community Secretariat as Director General for Admin and Finance and Ester African Community Affairs from 2016 to 2019.
Richard Rombek Mikaya, a Sudan University of Science and Technology graduate, has a master’s degree in accounting and finance and is pursuing a PhD in the same field from the same university. He holds a bachelor’s degree in accounting and finance from the University of Juba (Khartoum) and Post Graduate Diploma in General Accounting from Ahlia University in Omdurman. His extensive work experience and education is key to the performance of the directorate of finance and administration which is the nucleus of the Ministry of Agriculture and Food Security (MAFS).
