Directorate of Agricultural Production And Extension Services

Directorate Scope of Work: To provide overall management to develop and implement policies and strategies for improving agricultural production and productivity to ensure the deployment of qualified and adequate extension workers/agents in Bomas, payams, counties at the states and equipped them with the right materials and knowledge. To facilitate the provision of agricultural services including agricultural technologies, best cropping systems, credit, market linkages, to coordinate and arrange with the States Ministries of Agriculture and establish workable mechanism of cooperation in terms of execution and implementation of proper Crop Production, Agricultural Extension Support Services procedures and measures in accordance with Government Policy. Makes annual evaluation of the staff and the programmes of activities.

Functions of the Directorate

  1. Development of Human Resources of the Directorate and the States Extension system.
  2. Intensification of Agriculture through the use of improved inputs, introduction of new technologies, facilitation of loans and credits to farmers, create innovation of Post-Harvest technologies and application of effective agricultural Extension Support Services and marketing systems.
  3. Revitalization of traditional and new cash and food crops for local consumption and surplus for marketing using medium to large scale production in selected areas through public and private partner.
  4. Expansion and enhancement of Irrigation agriculture to produce crops throughout the year; through the formation of Producers Associations and target groups in both rural and urban areas where access to water is possible.
  5. Conservation, improvement and rational utilization of Natural Resources including maintaining and increasing Soil Fertility and using alternative interventions.
  6. Design, formulate and implement Food and Agriculture Policy framework.
  7. Facilitate skills development and training for staff of MAFS/RSS and States at local and at field levels.
  8. Ensures the deployment of qualified and skilled extension agents at Bomas, Payams and County levels and to Translate RSS Food and agriculture Policy into strategies and programmes.
  9. Translate strategies and programmes into projects and activities and compile them into annual operational plans.
  10. A catalyst and Plays Coordinator role to attract new agricultural projects from Donors Partners, Public and Private Institutions.
  11. Plays a leading role to facilitate the provision of agricultural Services including agricultural technologies, best cropping systems, credits, market linkages.
  12. Establishes effective linkages and networking with regional and international agricultural institutions to share expertise and knowledge and adopt experiences and best practices.
  13. Takes full responsibility in administering and managing human and material resources being used by the directorate activities programmes.
  14. Provide guidance and supervision of the various departments of Agriculture production within the Ministry.
  15. Provide guidance and technical support to counterparts and communities.
  16. Take a lead in compiling; analysing information related to Agriculture and food security issues in South Sudan, prepares periodic and annual reports.

Dr. George Leju Lugor has PhD in agriculture extension and rural development from the University of Khartoum, 2003, and a master’s in the same field from Reading University (UK), 1983, and a 1982 University of Reading Postgraduate Diploma in Agriculture Education.  He holds a Diploma in Agriculture Education from Makerere University, Uganda, 1977, and in 1972, Kebete-Kenya, Animal Health and Industry Training Institute awarded him a Diploma in Animal Health.

His first professional role was in the Ministry of Natural Resources as a Senior Agriculture Extension Officer for the Regional Government of Southern Sudan in 1977.  In 1978, he became an Agriculture Extension Education Officer at Yei Research Center and founded the Yei Agricultural Training Centre.  In 1988, he returned to the Regional Ministry of Agriculture as Extension, Research, and Training Director.  He moved to the University of Juba in 1988 December as a lecturer in the then College of Adult Education and Training and Founded the College of Community Studies and Rural Development. In 2001, he joined the SPLM/A as an Agricultural Education Specialist and established Crop Training Center in Yei, Forestry Training Center in Kegulu, Agricultural Technology Training Center in Nzara Yambio, Livestock Training Center in Marial-Lou -Tonj South, Fisheries Training Center in Padak -Jonglei, and Wildlife Training Center -Boma.

He became the Director General of Agriculture Extension, Research, and Training in 2005, and in 2017, MAFS reorganized its directorates, making him the current Director General of Agriculture Production and Extension Services.  He is the Program Coordinator for all World Bank, AfDB, and IFAD projects, including the Multi Donor Trust Fund-funded Support for Agriculture and Forestry Project and the World Bank-funded Emergency Food Crisis Response Project implemented by NPA.  The two programs were handled by the Project Implementation Unit (PIU), which has been replaced by Single Projects Coordination Unit (SPCU) with projects from the AFDB, IFAD, World Bank, and Netherlands.
